Here I am standing at the same spot, on the highest step of the old front entrance to Providence City Hall, where many of the 1938 Hurricane survivors who were caught in Providence when the storm surge flooded the downtown district from the Providence River and Narragansett Bay. The high tidal mark was over 13 feet.
